Every worker is forced to wear a collar that cuts off power usage and keeps you all under control. It's also used to make sure you don't get too far away from the Institution if you ever do manage to escape. It'll shock you if you ever try to take it off and adapts to each power so it'll know how to restrain your special abilities X'D
